On disc 6, go to Special Features and highlight the presidential seal on Bartlett's jacket. You will see a short feature explaining why Martin Sheen got into the peculiar habit of putting his jacket on by throwing his arms over his head (although I'm pretty sure there was a similar bonus in one of the earlier seasons).
